The emergence of licensed printing in Nepal began with the establishment of the first printing press, Giddhe Press, in 1851 during the reign of Prime Minister Jung Bahadur Rana. However, printing remained heavily controlled by the Rana regime until democracy was introduced in 1951. After that, the need for formal licensing emerged as printing and publishing expanded, especially for newspapers, books, and government documents. Nepal’s government implemented press and publication laws to regulate the industry, requiring publications to obtain licenses. Today, the Department of Information and Broadcasting oversees the issuance of these licenses, ensuring adherence to legal guidelines and promoting freedom of expression within a regulated framework.
